Oklahoma Expands Scope of Practice for Dental Hygienists
New legislation allows Oklahoma dental hygienists to administer local anesthesia, nitrous oxide, and therapeutic lasers under general supervision, marking one of the state’s most significant practice updates in years.
Oklahoma has enacted sweeping updates to its dental statutes that expand the role of dental hygienists while addressing workforce shortages across the state. Effective July 1, 2026, the most significant change authorizes dental hygienists to administer local anesthesia, nitrous oxide analgesia, and therapeutic lasers under general supervision, meaning the supervising dentist is no longer required to be physically present in the office.
The expanded supervision model is expected to increase practice flexibility, improve scheduling efficiency, and enhance access to preventive and periodontal care, particularly in underserved communities.
The legislation also includes several additional workforce initiatives. Dentists and dental hygienists who graduate from accredited Canadian dental programs are now eligible for Oklahoma licensure. Dental assistants holding the appropriate expanded duty permit may take radiographs under general supervision, although no other expanded functions are permitted without direct supervision. In addition, dental assistants may assist dental hygienists with tasks, such as suctioning, while a dentist provides general supervision.
Other changes include updated patient record requirements, expanded use of teledentistry to establish patients of record for hygiene and emergency care, and a new University of Oklahoma College of Dentistry program designed to evaluate foreign-trained dentists seeking licensure as dental hygienists.
